Summary of proposed tri-agency open access policy

NSERC has requested comments about a draft policy that will require researchers holding NSERC grants to make work published in peer-reviewed journals available within 12 months of publication.

The CAP Executive discussed the policy at its October 2013 meeting and identified several concerns. To address these concerns and prepare for a CAP response to the consultation process, we have put together a document summarizing the issue and potential impact on physicists.

A summary of the proposed tri-agency open access policy, discussion and resources is attached below. We are releasing this document for two reasons: (a) to encourage the physics community to contribute to the consultation process and (b) to help you comply with the final policy.

There are a couple of points we would like to solicit feedback on. These are listed at the end of the document. To summarize:

1. Are smaller universities disadvantaged?

2. Is there a problem with the proposed Sept 1 2014 implementation date?
